1. What rank would someone in the army be if they were in charge of a small arms armory? I'm thinking of someone older, probably in his mid- to late forties, who simply knows guns inside and out, and enjoys cleaning, repairing and firing them.

Others may know better, but I would think any one of SGT(E5), SSG(E6), or SFC(E7). In the National Guard, we usually had an armorer SGT or SSG with an assistant who was a SPC or below. However, the armorer worked for the Supply Sergeant who was usually a SSG or SFC. Oh, and that's in an infantry unit.

Maybe a Warrant Officer but I would see that as more in case of an ordnance repair facility.

You could call a local national guard armory and ask them.
